Begin by adding the butter to a saute pan over medium heat. Add in the chopped onion and cook until the onions are translucent and have turned a light brown color. Remove from the pan and allow to cool.
In a large bowl, add the cooled sauteed onions, sour cream, mayo, dijon mustard, garlic powder, onion powder, black pepper, salt, parsley, and chives.
Mix to combine.
Refrigerate for 30 minutes to an hour.
