Place a large skillet on medium high heat and add your oil to the pan. Once warm, add the peppers and white onion. When the pepper and onions begin to soften (about 4 minutes), add the beef. Break up the beef and stir enough so that it doesn't burn. Next, add the garlic.
Once the beef is almost fully cooked, add the rest of the ingredients: hosin sauce, soy sauce, chili sauce, honey, salt, pepper, ground ginger, chili powder, and green onions. Cook for a few more minutes until the beef is cooked through. Remove from the heat.
With your washed and dried lettuce pieces, fill each lettuce "cup" with a spoonful of the chili beef mixture. Serve and enjoy!
